Francis graduated from the from the Nanyang Technology University in Singapore in 2008, with an Bachelor of Business degree in actuarial science. He continued on to earn a Master of Science in statistics at the National University of Singapore the following year.
Hui Li then emigrated to London UK, where he received a 3rd degree, a Master of Science in Econometrics and Mathematical Economics from the London School of Economics and Political Science.
